DESC: Level 1 removes the reserving of half or all of you movement. You can now use any combination of you movement total. Level 2 allows you to use your next rounds movement for this round as reserve, but if you do not use it you lose it. Level 3 allows you to reserve next rounds movement as reserve and if it is not used in reserve you can still use it.
