DESC: Melee is a basic fighting skill, and is commonly just unskilled fighting, or brawling but can include the clumsy use of a weapon you are not trained in and should be treated as 1/3 the melee levels bought.
Users can also recognize a trained fighter and during melee combat the opponent with the highest melee score gets to see what action the other is going to perform. In the event of a tie the defender always wins. But when an attacker scores the same value as the defenders defense value, having the same or higher melee score permits for full damage instead of half damage.
A character does not need to have melee to fight, melee just adds levels over any you would get from attack and allows the use of a weapons damage.
